  • About Brick - What does “CE” stand for?
ce It means “Conformity to Europe” and it consists of the capital letters of French words “Conformité Européenné". CE sign shows that a product or a group of products conform to the criteria of European Union about the Preservation of Health, Safety, Environment and Consumer. The product directives specifies which products should meet which basic criteria and/or it also specifies at which performance level it should be concerning the basic conditions about the Preservation of Environment and Consumer.

CE is not a sign of quality, it shows that the product has been manufactured and checked in accordance with all the conditions specified by the concerning instructions. In short, it signifies that it is a “safe” product.

The harmonization works of AB Construction Materials Directive (89/106/EC) have been undertook by Ministry of Public Works and Settlement, and the prepared regulations were published in gazette dated 8 September 2002, and obligatory application was put into use dating from 01 January 2007.

In terms of our foreign trade, the product not bearing this sign -although it should- cannot be exported to the European Union member countries. However, this case applies for our domestic market, too, not only for export products; thus, the legislative alignment was completed and it was put into practice mandatorily. For this reason, among the products within the scope of product regulations, it is impossible to put into market the products not bearing CE sign although it should.

There are 2 harmonized standards (TS EN 771-1 Bricks, TS EN 1304 Tiles) for our sector. The products within the scope of these standards should bear CE sign. These products are Horizontal Perforated Bricks, Vertical Perforated Bricks, Exterior Chimneys and all types of tiles. For all types of Floor tiles, it is not obligatory to bear CE sign since there is not a published harmonized standard in Europe.

The responsibilities of the factories regarding CE are very important. The things they should do are given under 4 main headings below:
1. The factory should establish production controlling system, keep it functional all the time and improve it. This controlling system can be ISO 9001:2000 Quality Management System or a similar controlling system they will establish.
2. The factory should make its beginning type testing or get it made in an authorized place for every product. Since the basic logic behind the system is to check the production, it is more suitable for a factory to have its own laboratory within the factory. Thus, it can keep the system functional all the time
3. The factory should attach CE sign on the product, on the commercial document (dispatch note, invoice) coming together with the product or on the package of the product.
4. Concerning the products, the factory should form a statement within the frame of the criteria required by the standards and should keep it functional all the time by checking it.

Distributors cannot offer to the market the products that they know unsafe and not suitable to CE criteria. The manufacturer should know its responsibilities presented under 4 main headings above and should choose the place he buys the product accordingly. When the distributor commercializes a product which is not suitable to CE criteria and whose manufacturer is unknown, he is accepted as a manufacturer. The construction materials aimed at supplying to the market in order to be used in constructional works should be suitable for its intended use. For this reason, the constructional works that these materials are used, installed, applied or established should be designed, built and be subject to regulations and specifications concerning the basic needs. The conditions set forth by building by-law within the scope of basic needs -given within the related regulations- should be matched up with the performance criteria of the material having CE sign, and only than the chosen material should be used in constructional works. This means that having CE sign on the construction material is not a sufficient condition for its being used in constructional works. In addition, in case of detecting products supplied to the market in defiance of Regulations, Ministry should be informed about it.

The checking of the products -within the scope of constructional materials regulations- in order to see whether they are conforming to CE criteria or not via exofficio and complaint is made by market surveillance and inspection mechanism.

Market surveillance and inspection system is carried out by Ministry of Public Works and Settlement’s related institutes and organizations. Surveillance staff can inspect the products at the factories producing them, at sales depots, and at construction and building sites. During these inspections, if there is a non-conformity, firstly a warning and then a fine can be given. Finally, the penalties of collecting the products and stopping the production can be applied.
